Promoting Women’s Participation in local Governance and Development - phase 2

Considering the low rate of Lebanese women assuming decision making positions and participating at institutional levels, the project will intervene in order to increase the quality and quantity of the active presence and participation of women in local governance, considering the upcoming municipal elections (foreseen during the year 2016). This objective will be achieved through the establishment of a strategy that will curdle alliances between institutional and nongovernmental parties in order to reduce the gap between the center and periphery. It is also expected to implement micro projects for local development conducted by women, in collaboration with the social and institutional context to which they belong, with particular attention to the cohabitation between Lebanese women and Syrian refugee women.

At the central level, the capacity of the Ministry of Social Affairs for actively promoting the gender equality will be strengthened through specialized training sessions as well as the installation of adequate mechanisms and tools for mainstreaming this approach within the strategic planning, as well as the implementation and the monitoring of MOSA’s own gender strategy throughout the national territory. At the national level, activities for capacity creation on the long term, will be launched through the elaboration of an academic gender curriculum at the Lebanese University.

Furthermore, the project will promote the establishment of a national network for women elected at the local level. This activity will contribute to overcoming the citizenship on confessional basis and to reduce the gap between the center and periphery. At last, given the current institutional weakness and insecurity of the country, it is going to be launched a reflection over the role of women as agent of change and of peace making (according to the UN Security Council Resolution 1325 (2000).
